Great question, the problem is the answer depends on which state and then even which county or city within the state.

That said, the first thing you should do is a business plan.  To do the plan you will need to do research, which should help you uncover your answer.  The best thing about a business plan is the amount of work that goes into producing it allows you to learn a whole lot before you even get started.
